Are all your Global Settings on Default settings?

Nvidia Control Panel->3D Settings->Manage 3D Settings ->Global Settings Tab

**Update**

I'm pretty sure the video card itself was bad - started getting flickering on my Windows screen. Tested it on another system and it was having similar issues. Too bad that I cant return it

**Update**

I replaced the card with a GTX 770 and it's (knock on wood) running PR smoothly. Able to average 50-60+ fps with everything set on high.
