No we cant. But one thing is having an opinion and other thing is following rules. There is no democracy about that. Ask any administrator of anything ( forum, game server... ) they will tell the same. I'm pretty sure you're the admin too

If someone is firing out of a main, you have the right to fire back onto it. But, your SL said that you shouldn't shoot, so you shouldn't have.

Oh I'm sorry. When I said shoot at civilians, I meant shoot AROUND them, just to give a little punishment.
