This is quite rare error. Looks like it occurred during Steam login. Combination of russian internet censorship and Steam login have caused lots of troubles lately, and there is no bulletproof solution. Here are a few things you can try but there is no guarantee that any of them will work.

• Disable your own internet firewall and/or anti-virus software.
• Delete your <Documents>\Project Reality folder.
• Hide DNS queries with DNS over HTTPS (DoH)
• Attempt to evade deep packet inspection with GoodbyeDPI
• Use a VPN (like CloudFlare WARP but there are others as well)
• Overthrow your government
• Move to another country
