[0909] SKS reload

Taliban SKS cannot be reloaded before the magazine is empty, but it has auto reload on.

Because the SKS uses 10rd stripper clips -- the ability to reload mid-magazine would not be correct. The choice was made to remove mid-magazine reloads. The only other thing that would make sense is to have it reloaded round by round similar to the shotgun/
